Oblivion: Umbra "Malfunctioning"? (Read More To Understand) Please Help!?

i am a little confused. i am level 1 and killed umbra. got her armour and weapon and such. but when i look her weapons stats up online it says 28 damage but mine only says 13 damage. why is this? please no speculation, only facts. Note: i have 65 strength and 45 blade. (please no speculation, only real help)
